Officers Find 226 Grams of Meth During a Traffic Stop

Cass County– Yesterday at approximately 4:30 p.m., a traffic stop by Indiana State Trooper Caleb Clark led to the arrest of Kimberly Binney, 50, Logansport, IN. Binney was incarcerated in the Cass County Jail to face preliminary criminal charges for dealing methamphetamine, possession of marijuana, and possession of drug paraphernalia.
Trooper Clark initiated a traffic stop on a 1999 Ford Mustang, on U.S. 35 near Cass County Road 1150 South, for exceeding the posted speed limit. The Mustang was driven by Binney. While Clark was speaking to Binney, a Logansport Police officer and his narcotics detecting police dog arrived to assist. The police dog was walked around the Ford to conduct a free air sniff of the vehicle. The dog allegedly alerted to the presence of narcotics in the car.
During a subsequent search of the Mustang, officers allegedly found approximately 226 grams of methamphetamine, marijuana, and drug paraphernalia.

UPDATE: Ten Year Old Gas City Girl Found Deceased

Ft Wayne – Yesterday, an autopsy was conducted on the body of ten-year-old Skylea Carmack who had been found deceased, in a shed, behind her Gas City, IN home.
The autopsy was conducted by Dr. Scott Wagner of the Ft Wayne Forensic Examination Unit at St Joseph’s Hospital in Ft Wayne. Dr. Wagner determined Skylea’s cause of death was asphyxia by strangulation. Manner of death was a homicide.
There will be no further information released at this time.

Peru Man Arrested For Dealing Meth And Other Charges

Peru, IN - Damian Phelps, 32, of Peru, faces charges of Possession of Methamphetamine, Possession of Heroin, Operator Never Licensed, Resisting Law Enforcement, Dealing Methamphetamine, and Dealing Narcotic following his arrest by the Peru Police Department on August 27, 2019, at approximately 10:21 p.m. The arrest took place near the intersection of Franklin Street and Broadway, in Peru.
According to a PPD probable cause affidavit, PPD Officer Brok A. Westfall conducted a traffic stop on a white passenger vehicle after it exited the alley behind Valueland Furniture, onto Franklin Street without stopping before it crossed the sidewalk. The vehicle then turned east and parked.
Upon approaching the vehicle, the driver and sole occupant got out of the car. Officer Westfall recognized the driver as Damian Phelps, 32 of Peru from prior law enforcement encounters. Officer Westfall was aware from those encounters that Ms. Phelps does not hold a valid driver’s license.
When asked why he was driving when he doesn’t have a driver’s license, Phelps responded that he was driving the vehicle back from the McClure’s gas station for his ex-wife.
Officer Westfall then patted Phelps down for weapons and at this point, Phelps started to break out in a sweat and his hands were shaking.
